			<content:encoded><![CDATA[<p>The U.S. Consumer Product Safety Commission just announced new requirements for children&#8217;s products pursuant to the Consumer Product Safety Improvement  Act. A copy of the announcement is available <a href="http://www.cpsc.gov/cpscpub/prerel/prhtml09/09306.html" target="_blank">here</a> and the new requirements are  effective tomorrow, August 14, 2009.</p>
<p>The new requirements can be summarized as follows:</p>
<ol>
<li>The limit for lead in children&#8217;s products drops from 600 ppm to 300 ppm</li>
<li>The limit for lead in paint and surface coatings for consumer use drops from 600 ppm to 90 ppm</li>
<li>Civil penalties for violations are increased to $100,000 per violation and a maximum of $15 million for a related series of violations</li>
<li>Manufacturers must place permanent tracking labels on any consumer products primarily intended for children 12 and under. Information about the tracking label requirements is available <a href="www.cpsc.gov/about/cpsia/sect103.html#faqs" target="_blank">here</a></li>
</ol>
<p>In addition, the Commission also reminded businesses that printed material advertising for toys and games intended for use by children from 3 to 6 must have warning labels regarding potential choking hazards to children younger than 3. The new requirements had a grace period for compliance that ended. All printed materials distributed on or after August 9, 2009 must comply with the new requirements.</p>
